In 2009, the Minister for Community Safety, Fergus Ewing MSP, made a commitment to formally consult on DAS in order to consider options for future legislative change. The purpose of the 2009 consultation was to seek views from the public and interested parties to help shape the future of DAS.
The consultation was conducted by the Accountant in Bankruptcy (AiB) on behalf of the Scottish Government and ran from 22 September 2009 to 14 December 2009. Following the consultation exercise a number of workshops on the DAS were carried out to give stakeholders the opportunity to discuss the proposed changes and draft regulations which were based on the findings of the consultation.
